Construction Information Area: A 32-year-old scaffolding worker fell from a building in Yuen Long while installing angle brackets at the exterior wall and was certified dead in the hospital
At 3 p.m. today (25 Nov 2021), a person fell from height at Manhattan Plaza, Yuen Long. The police received a call from a worker working at the above mentioned location, he found his colleague lying on the platform and suspected that he fell down during the angle brackets installation. The police and ambulancemen sped to the scene and found the victim unconscious, he was sent to the hospital for first aid treatment immediately, he was certified dead unfortunately. Labour Department has issued a suspension notice to the related contractor.
The deceased Wong was 32-year-old, he was a scaffolding worker. The scene was Block A, Manhattan Plaza, No. 23 Sai Ching Street. There were sources saying that a vacant flat on 6/F of the building was being renovated, when the incident occurred, 4 workers had just been back to the building for work from lunch, Wong was installing angle brackets at the exterior wall and suspected to fall from height to the ground platform of the building accidentally. Other workers heard the sound inside the flat, they looked outside and saw him lying on the ground, they called the police immediately. Wong was sent to Tuen Mun Hospital for first aid treatment and was certified dead at about 6 p.m. The police and Labour Department deployed officers to the site and investigation of the accident is underway.
Investigation will be carried out to find out the cause of the accident, the legal liability of the related responsible parties, and propose improvement measures. The government reminds employers to provide safe working environment, equipment and system for their workers. An employer who fails to comply with the above requirements is liable to prosecution and, upon conviction, to a fine of $500,000 and imprisonment for 6 months.

The reminders from DIC include the followings to avoid such lethal accident by valuing the importance of occupational safety.
Reminders :
  1. Where any work is in progress, every workers and mentors have to comply with the regulations strictly so as to protect the safety and interest of any parties.
  2. Before choosing a renovation company, be aware if that company purchased labor insurance.
  3. When working at height, renovation works need to wear a parachute harness, at anytime consistently hold on a solid line in a suitable anchorage.
  4. The renovation company must conduct a risk evaluation.
  5. Before choosing a renovation company, one should realize the structure and ability of a company, for example if the company provides regular staff training, the resume and the strength of designers and how professional are the renovation workers, and employ a large-scaled, well known and experienced company. Also, companies should be accredited the ISO International Certifcation, and have to be strictly examined by banks which offering interest-free instalment will be preferable and more reliable.
  6. If owners hire unregistered constructors to perform the 126 items of building works included in Minor Works Control System, even owners purchased related insurance before the prjoect begin, Insurance may consider that owner may be charged and bear any possible accident arise. Incurring greater loss, hence choosing a registered contractor would just be your best choice.
The Design Information Center has already been registered as “Smart Will Engineering Limited”（Building Department Registration Number: MWC 4320/2011）, which is a contractor for the small-scale construction project.
