Platform slanted, hollow tiles, door stop mismatch, awful renovation, owner frustrated

A family was delighted to have a public housing flat arranged to them and assigned a construction company for renovation last month. A family of four had planned to move in before Chinese New Year. However, because the quality of the work was awful: the platform was slanted, some tiles were hollow and the entrance could not be closed properly. The company repairs were “on and off”, the owner is worried they could not move into the flat in time.

Balcony door effected by the skirting, door cannot fully close
Mr. Lai states we started searching for a construction a month before receiving the flat and signed an agreement with “Home designs” a company with six branches, the total came to thirty thousand which included installing platform, tiles and sectioning rooms and we paid twelve thousand for deposit.
The company started work in the middle of last month and within a few days they were done with the platform and installing new floor tiles. Mr. Lai came to the flat for inspection and discovered the floor tiles were slanted and angrily said “Even people who don’t know a thing about construction will know that this is obviously slanted. We measured it and its slanted twenty degrees”. He then later lightly hammered on the tiles and further discovered that a couple were hallowed and then found out because the living room’s platform was made higher, the balcony door cannot be closed properly. Mr. Lai then asked the contractor about it, but what the contractor said made him laugh: “he said that the slanted platform is specifically made that way to get rid of water and that the balcony door is considered opened if it can be opened halfway”. The company has responded to his complaint but has not yet repaired it. “After the repairs, it is still slanted, they didn’t touch any of the hollow tiles, the balcony door can be open but there’s a gap”.
Not going as planned
He requested the company to fix the slanted platform, but they pressured him to do sectioning first. He does not agree and states “we originally planned to move into the flat in the middle of January, now its not going to happen!”
The customer service head manager of “Home Designs”, Mr. Lau, replied that the project included as the area that the platform was made is not solid so there was cracking and the owner from the flat below complained; therefore, did not was to risk going in too deep. As for the balcony door, we recommended to smoothen then door border. He further states that he has contacted Mr. Lai and has arranged a reinstallation of ½ of the living room’s floor tiles. As for sectioning, they have to wait for Mr. Lai to sign the agreement. Mr. Lai then states they only reinstalled ¼ of the floor tiles and not ½. The surface is still not flat and there are still hollow tiles. The bottom of the balcony door was smoothen without informing him and Mr. Lai has not yet decided if he wants to allow the company to continue with the project.
- The owner should specially state the period of construction and budget to prevent companies from unreasonable price changes.
- The contract should list out whether the project has included the materials.
- Select well reputable companies and do not go for their brand.
- If areas of mismatch are discovered, take a photo for record for the convenience of recovering.
- If the company goes out of business in the middle of the project, retain all invoices and immediately contact the police.
- Before signing any contract, acknowledge all terms and conditions.
- Visit the site regularly to monitor the progress.
- If after the renovation, there are any problems, file a complaint to related departments.
- Be aware whether the company hires an outside company for any work, if they did, then pay extra attention to the quality.
- When receiving the flat, the owner should prepare the final design plan for checking.
