Nightmare of Buying New Flats
A flat of 252 sq.ft saleable area, three walls in the flat have not yet finished after 3 times of renovation, the handrails are broken, the floor turns black, the developer handles sloppily. Ms. Chow wants to turn the single room flat into an open one, 2 air-conditioners of 1HP into 1 reverse cycle air-conditioner of 2HP, never thought that it’s the start of a nightmare.
Design Information Centre would like to remind everybody to pay attention to the following precautions:
- Prior to any renovation work, a reputed company should be chosen to minimize the potential risk.
- Prior to the renovation work, all the pipe location should be known first. It is good to consult professionals to ensure the details of the renovation items, to avoid any differences occur and result in changes of the renovation.
- Before the work start, the contract terms and the promises of services should be realized. Also a concrete and clear agreement should be drafted to confirm the work items and expenses and specify the way of payment and procedures. Contract is signed into with the consent of both parties.
- If you find that the existing products do not match with the agreement, you must request follow up or refund from the relevant company. It is recommended that you should take photos as an evidence for legal liabilities in the future to safeguard your own interests.
- When owners buy a property, he/she should ask the developer if it is required to rent suspended working platforms or scaffold when processing exterior wall construction and other extra expenditure, because the owners have to pay the expenditure. When the renovation work is confirmed, please remember to buy construction and third party liability insurance.
- If any citizen is in need of renovation, the option shall be the companies with scales and reputations that not only have the quality assurance but also obey the rules. If the option goes to any of independent technicians or smaller contactors, it is advised to notice if the party has bought the insurance policy required by the project prior to construction since some might neglect insurance and even hire illegal workers to save the cost without any safety awareness at all. Each citizen shall pay attention to that.
- Before choosing a renovation company, one should realize the structure and ability of a company, for example, if the company provides regular staff training, the resume and the strength of designers and how professional are the renovation workers, and employ a large-scaled, well-known and experienced company. Also, companies should be accredited the ISO International Certification, such as Quality Management System ISO 9001:2008, Environmental Management System ISO 14001:2004 and Occupational Health and Safety Assessment Series OHSAS 18001:2007. The production designs are censored strictly to evaluate the feasibility and security of the designs and ensure the work procedures match with the designs. To protect environment, the natural environment, anti-pollution and the need of both society and economy are regarded as the basis, also the impact of operation, products and services on environment are effectively controlled. All of their renovation workers need to go undergo professional trainings and work by the ISO standard.
