Bamboo Stick Struck A Man To Death At the Pavilia Bay Construction Site

Few days ago, a 62-year-old retired man was heavily struck on the right forehead by a bamboo stick flying down from the construction site located at the Pavilia Bay at Tsuen Wan West waterfron promenade. The police arrested one construction head at the construction site for the investigation whether the case involve any human negligence or any breaches to the building ordinance.

  1. Before starting a construction project, a complete and responsible interior design & renovation company should always post its notice which includes project title, date of completion, and company information to ensure public welfare and prevent potential accidents from taking places.
  2. Before starting a construction project, the property owner should always purchase a full renovation insurance to ensure personal equity. Should there be any heavy object falling down from the construction site and accidentally struck a passersby, the property owner could compensate the victim with full renovation insurance instead of paying the victim with his/her personal savings.
  3. While executing a construction project, all masters and workers on site should strictly abide by the construction guidelines to ensure personal safety and personal equity.
  4. Before starting a construction project, the renovation company should always perform risk assessment.
  5. While selecting a renovation company, make sure to evaluate the company’s overall structures and capabilities, including the company’s regular staff training programs, designer’s backgrounds & specialties, master’s renovation proficiency, company’s customer scale, company’s popularity and company’s experience. In addition, make sure that the company has received international certification such as ISO certification or bank’s trust that provides customer with a installment plan without the need for interest payment.
  6. If the property owner accidentally hires an unregistered contractor to execute the renovation project as specified in Article 126 "Supervision Policy for Small-scale Construction Project", the insurance company may choose not to be liable for all the losses and damages incurred by the property owner since the property owner has already breached the rules in the first place. Hence, always make sure to select a registered contractor for your construction project.
  7. Registered contractor for the small-scale construction should always purchase the necessary insurances to protect both parties’ personal equity and to reduce the compensatory risk.
The Design Information Center has already been registered as “Smart Will Engineering Limited”（Building Department Registration Number: MWC 4320/2011）, which is a contractor for the small-scale construction project.
